You must meet the following requirements by the closing date of this announcement. For the GS-15: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as experience in ALL of the following: - Supervising or overseeing programs relating to Internal Revenue Code requirements (e.g., auditing and analyzing tax returns, issuing notices relating to tax assessments, approving or denying claims for refund, credit, remission, or abatement of taxes); AND - Developing policies relating to tax program areas; AND - Recommending and executing strategic plans required to meet program goals and objectives; AND - Planning and conducting internal reviews, analyses, and risk assessments of revenue programs. For the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Office of Permitting and Taxation. The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Develop and execute a broad-based revenue program to analyze operational reports from industry, determine compliance with regulations, and collect taxes. Develop policies pertaining to tax program areas. Determine and resolve complex and sensitive issues to implement alcohol, tobacco, and firearms policies. Plan and conduct internal reviews and analyses of NRC tax program to see if there are areas where improvements can be made. Lead team efforts to review Bureau tax programs aimed at improvement of efficiency and internal controls that ensure mission objectives are met.
