The primary purpose of this position is to To serve as a resource's advisor/budget analyst performing day-to-daycontrol and management involving the formulation, execution, and/or analysis of the organization's budget andfunding requirements.
This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. ***Salary Ranges includes local market supplement*** QUALIFYING EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates knowledge of budgetary methods, practices, procedures, regulations, precedents and policies to perform and advise on budget administration tasks. Knowledge of the missions, functions, goals, objectives, work processes, and sources of funding of assigned budget activities in order to relate needs and accomplishments of the organization to anticipated actual dollar figures in the budget. Knowledge of sources of information about the programs and finances of the organization's budget, such as that found in accounting and data processing reports, payroll records, work reports, or inventory and sales data. Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. 2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 3. Skill in gathering, assembling, and analyzing information found in accounting reports, payroll records, work reports, or inventory and supply data. 4. Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. 5. Ability to make oral presentations on the budget and conduct budget-related training to a variety of audiences. CONDITIONS OF EMPLOYMENT CONT. 1\. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2\. This is a Financial Management Level I Certified position IAW the National Defense Authorization Act(NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. 3\. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP)under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4\. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007C PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
1. Serves as the functional point of contact for day-to-day budget/financial issues. 2. Performs budget formulation work involving review and preparation of budget estimates and financial plans. 3. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds. 4. Provides advice, assistance, and guidance on budgeting and related information and conducts analyses,reviews and special studies of budget and/or related information. 5. Uses budgetary and other automated system(s) and computer-generated products in accomplishingbudgeting/funding assignments.
