Job Description:

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. A bachelor's degree or higher from an accredited college or university. Foreign Education. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following: (1) Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. OR (2) The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination. NOTE: Possession of a certification identified in 4c above automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed. Certification. Candidates must meet one of the certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. Categorical certification or Specialist certification by ASCP or AMT. English Language Proficiency. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ยง 7403 (f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified. Clinical Laboratory Scientist (Laboratory Information Manager), GS-12 Experience. One year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments. Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs: Knowledge of concepts, principles, and methodology of clinical laboratory technology in relation to laboratory information systems. Knowledge of laboratory operations and their relationship to the organization. Knowledge of laboratory computer systems sufficient to implement various laboratory associated packages and sustain operation of the laboratory system. Knowledge of compliance and regulatory requirements for laboratory functions. Ability to adapt, implement and integrate the use of software to specific laboratory applications and processes, including the use of office automation software. Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments. Physical Requirements: Must be able to perform moderate lifting up to 20 lbs., straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to 4 hours, kneeling, repeated bending, use of both arms and legs. Assume primary responsibility for testing and implementing lab software programs on a national, VISN, or hospital-wide basis. Implement and maintain coding and mapping for lab test ordering, reporting, billing, and workload recording. Analyze emerging trends in software and technology for local programs to meet goals. Maintain current test menus, reference ranges, and data entry of reference lab testing. Serve on hospital and VISN 19 ADPAC committees. Assist IRM personnel in interfacing all lab instrumentation to ensure reliable and rapid data transfer. Maintain and update lab system computer files as procedures change. Conduct training classes for lab and Medical Center personnel. Write and update the Laboratory Computer Manual. Develop and implement procedures for downtimes to prevent treatment delays. Assist lab staff in solving computer problems due to failures, power outages, interfacing issues, etc. Ensure the overall operation of the CBOC Laboratory with timely and accurate specimen processing. Exercise sound judgment using advanced medical technology knowledge to solve complex problems. Establish and monitor quality of pre-analytical, analytical, and post-analytical processes and initiate corrective actions. Develop and update technical policy and procedure manuals. Provide technical guidance to technologists/technicians during quality control or instrument issues and to providers as needed. Evaluate and implement new methodologies and instrumentation. Develop and conduct complex lab tests/studies using automated analytical systems requiring precise measurements. Evaluate data validity in relation to test systems and procedures, correlate data with patient history and medications to verify results, perform additional tests to clarify abnormal results, and report immediate concerns to physicians. Generate lab results into the computer system and edit/verify recorded results. Orient new employees. Train staff on new procedures and instrumentation. Perform other duties as assigned. Montgomery VA Medical Center located at 1011 Honor Heights Drive, Muskogee, OK 74401 until the new hospital in Tulsa is completed (projected for March 2026).
