Job Description:

You will serve as a PROCUREMENT ANALYST in the Procurement MGMT Assessment Program (PMAP) of NAVAL FACILITIES INSTITUTE. The primary duty station for this position is Port Hueneme, CA. An alternative duty station may be considered, as approved by Human Resources Office (HRO), if suitable office space is available at a CONUS NAVFAC duty station. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Performing pre/post contracting procedures; 2) Having general knowledge of Government-wide Commercial Purchase Card (GCPC), and mastery knowledge of Federal, DoD, Navy, and NAVFAC specific statutes, regulations, policies and processes; 3) Understanding of the NAVFAC organization structure; 4) Communicating recommendations through strong oral and written presentations including briefs to high level leadership both inside and outside of the organization on improvements to procurement processes and management/internal controls; 5) Serving as a group leader, facilitator, advisor, and mentor at all levels within the NAVFAC enterprise and beyond; and 6) Providing contracting community management practices and the NAVFAC Contracting Community Management Plan to include Defense Acquisition Improvement Act (DAWIA) policies, regulations and practices as they relate to the Contracting career field. You will apply knowledge of contracting principles, laws, regulations and procedures, as well as general knowledge of the Government-wide Commercial Purchase Card (GCPC).
You will assist the Director of Procurement Management and Assessment Program (PMAP) with programmatic assessments and policy/procurement reviews and implementation.
You will apply knowledge of Contracting Community Management practices and the NAVFAC Contracting Community Management Plan to include DAWIA policies, regulation, and practices as related to the Contracting career Field.
You will lead a team of professional towards achieving procurement objectives.
You will analyze and evaluates procurement documents to ensure compliance and established acquisition regulations.
