Job Description:

You will serve as a Lead Financial Management Analyst reporting directly to the NSWC Dahlgren Division Budget Officer in the BUDGET DIVISION of the COMPTROLLER DEPARTMENT for NAVSURFWARCENDLD. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14. This is not a high grade position; therefore, the salary will be limited to a GS-13 Step 10 (currently $156,755).
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector analyzing the financial resources for an organization. Examples of specialized experience may include: formulating, justifying, or overseeing the execution of budgets; exercising judgement to provide financial management advice to management or customers; conducting financial planning and control, accounting, budgeting, or financial analysis and reporting; creating, analyzing, or evaluating financial data or reports using business tools and applications; evaluating financial performance metrics to provide recommendations or solutions. You will assist the Budget Officer by ensuring tasks are assigned to Corporate Budget and Funds Management personnel and are completed accurately and in a timely manner.
You will serve as Lead Analyst, support NSWC Dahlgren Comptroller and Budget Officer in planning, analyzing and evaluating Division's financial metrics and financial program effectiveness.
You will perform forecasting, trending and analysis to develop and justify NSWC Dahlgren budgetary and operational financial plans and exhibits for current year and out-year time periods.
You will develop, review, and consolidate Warfare Center, Division, Site and Department financial data.
You will perform analysis of NSWC Dahlgren Division financial and business data to assess performance against plan and other controls, develop impact assessments, and resolve data anomalies and discrepancies.
You will develop and recommend financial strategies and improved processes to achieve business goals.
You will interpret guidance and inform Budget Officer of interpretation and suggestions on how to apply to processes.
You will communicate with Department Financial Community regularly to ensure consistency on all budget related topics.
You will act as a liaison between the Budget Division and other areas within the Comptroller Organization.
You will identify areas in need of more efficient practices and create a plan to implement changes to promote efficiency.
You will serve as point-person for trouble-shooting system issues, discrepancies in data or inconsistent business processes.
You will be responsible for content management of SOPs, lessons learned, guidance changes, communication distribution and all materials distributed from NAVSEA and NSWC HQ.
You will provide necessary training to fellow personnel in the Financial Community and Comptroller Communities.
You will monitor and maintain knowledge of the funding portfolio of the center.
You will provide guidance on the application of FMR regulations to all funding requests.
