Job Description:

You will serve as a TEST EXPERIMENTATION & PLANNING SPECIALIST in the SYSTEMS ACCEPTANCE & OPERATIONAL READINESS DEPARTMENT of NAVUNSEAWARCENDIV KEYPORT WA. The Secretary of War has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoW hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing technical leadership and project/program management to a team, division, or organization in the execution of research, development, and test and evaluation (RDT&E) efforts while maintaining communication with stakeholders. For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. You will evaluate the requirements of the customer, plan experimentation events and observe and identify systematic problems, and make on-site analysis of situations and take corrective action.
You will develop customer requirements documents, program planning, negotiate with teams for work, develop cost estimates and proposals, and establish priorities.
You will develop system or product specific engineering changes as needed.
You will work on modifications to systems to update or incorporate new demands.
You will review test plans, support documents, quality assurance plans, failure analysis, logistic products, test and evaluation plans, etc., recommending approval/disapproval of engineering changes to the responsible Program Office.
You will participate in Joint Test Group, Design Review and Engineering Audit events on newly designed systems.
