This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for the Aircraft Overhaul Family. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook Federal Wage System (FWS) for the WG-8800 Aircraft Overhaul Family https://www.opm.gov/policy-data-oversight/classification-qualifications/classifying-federal-wage-system-positions/#url=8800. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to do the work of an Aircraft Mechanic without more than normal supervision. (Screen Out Element) 2. Knowledge of technical practices associated with the aircraft mechanic trade such as equipment assembly, installation, repair of a variety of major interrelated and/or integrated aircraft systems, subsystems and assemblies. 3. Ability to use and maintain tools and equipment of the trade including fixtures, templates, scales, test stands and external power sources. 4. Ability to interpret, read and understand instructions, specifications, blueprints, technical orders and data and settings from cockpit instruments and gauges. 5. Skill in the operation of diagnostic and on-board electronic equipment/systems to identify proper and improper operation of aircraft systems, components and parts. 6. Ability to rig, operationally test, and/or troubleshoot systems; determine when they are operating properly or whether portions of the system should be repaired or replaced; and the type and extent of adjustment and alignment needed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS: This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA) weekends. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. OBLIGATED POSITION: This position is obligated to an individual with return rights from an overseas appointment. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). When a position is obligated to an employee it means that he/she has entitlements to that position. In filling the obligated position, the selected employee is required to sign an agreement acknowledging that he/she is aware of the obligation and accepts the fact that he/she may be displaced under reduction in force procedures at a later time. FUNCTIONAL REQUIREMENTS: Heavy lifting (80lbs and over). Heavy carrying (45lbs and over). Reaching above the shoulder. Use of fingers. Both hands required. Hours of walking are 4 Hours/day. Hours of sanding are 4 Hours/day. Hours of repeated bending are 4 hours/week. Climbing, use of legs and arms. Both legs required. Operation of crane, truck, tractor or motor vehicle. Near vision correctable at 13 inches to 16 inches to Jeager 1 to 4. Far vision correctable in eye to 20/20 and 20/40 in the other. Hearing (with or without aid) If it can be otherwise accommodated a specific physical condition or impairment will not automatically disqualify a candidate. ENVIRONMENTAL FACTORS: Work is performed in hanger areas, outdoors, in parked aircraft and sometimes in hazardous noise areas. Exposed to extremes in heat, cold, humidity and inclement weather. Must work in confined areas and in awkward positions. Exposed to dirt, grease and aircraft fluids, oil, hydraulic fluid, solvents and hazardous fluids and gases such as Hydrazine and Halon. Subject to cuts, bruises, walking surfaces. Working around machinery with moving parts. Work around moving objects or vehicles. May be exposed to intake suction and hot exhaust blast. Working closely with others. Working alone.
Perform inspection and troubleshooting on a variety of major aircraft systems, their assemblies, and components. Use and maintain various standard and specialized tools and test equipment of the trade. Position, maintain, disassemble, repair, and reassemble aircraft systems, their assemblies, and components in accordance with applicable technical orders and specifications. Accomplish aircraft maintenance and equipment record keeping, both manual and automated, associated with aircraft maintenance and repair. Utilize safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Verify and certify work processes and procedures and adequacy of work accomplished by certified co-workers and trainees.
