Job Description:

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Travel Branch (Code 615), Accounting Division, Comptroller Department of PORTSMOUTH NAVAL SHIPYARD.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing comprehensive, detailed knowledge and understanding of Joint Travel Regulations (JTR) and Financial Management Regulations (FMR) policies, precedents, procedures and regulations. Experience in applying analytical reasoning in the identification, analysis and evaluation of budgetary problems and developing alternative solutions. Experience implementing legal and regulatory controls over approved budgets and providing advice on effective and efficient use of funds in support of the organization. Experience authorizing transactions and processing vouchers in accordance with DoN Travel Regulations, Defense Travel System (DTS), and CitiBank Travel Charge Card Program. You will formulate budgets and estimates to support plans, programs, and activities, as well as presenting and defending budget estimates before authorities.
You will perform specialized work involving managerial or administrative work in connection with accounting systems.
You will interpret standard organizational budgetary, accounting or financial administrative procedures, practices and regulations.
