THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)". This National Guard position is for aT5 SUPERVISORY FINANCIAL SPECIALIST , Position Description Number PDT5125P01 and is part of theSC USPFO, South Carolina National Guard.
AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements. Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees (Tenure 1 and 2 / internal to the Agency) Area 2: All other applicants (external to the Agency) GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: All personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade. The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain a secret security clearance of the position. 2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 3. May occasionally be required to work other than normal duty hours; comp-time and/or overtime may be required. 4. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. 5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. ***This is a Title 5 National Guard Employee position description.*** This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The purpose of this position to serve as a supervisor (Branch Chief) with technical and administrative supervisory responsibilities to include the oversight of subordinate staff performing work related to a wide spectrum of pay operations (Military Pay, Civilian Pay, Accounts Payable and Travel Pay). Work to perform, supervise, and/or manage administrative fiscal, financial management, accounting or budgetary nature. Provides analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions. Involves competencies in analysis, research, writing, and judgment typically gained through academic education or progressively responsible experiences. Requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting. Competencies in self-management, resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills. Work follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and typically learns to do the work through specialized experiences.
