Job Description:

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption. You will serve as the Accounting Services Division Head (SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST) in the Comptroller Department of NAVAL SURFACE WARFARE CENTER.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Accountant applying accounting laws, policies, and procedures by utilizing financial or accounting systems (e.g. Enterprise Resource Planning) to analyze financial data, provide technical guidance and leadership, and resolve accounting discrepancies for a warfare program. You will serve as a bridge between the department and the division and ensure alignment with the Command's strategic direction.
You will communicate with superiors, peers, subordinates, across the Command, and with outside organizations, sponsors and business partners.
You will formulate strategies, develop objectives, and set priorities, and lead change consistent with the Command strategic direction and department goals.
You will manage division core technical capabilities in terms of people, process, tools, and infrastructure and plan for needed or mandated changes in size and composition of staff.
You will develop network, builds alliances, collaborates across boundaries, and work with a wide range of stakeholders.
You will interpret, implement and administer all laws, policies, regulations, and directives pertaining to the financial management, and provide budgeting, accounting, financial reporting and analytical services.
You will supervise, coordinate, and oversee the efforts of accounting and plant property management, certify the accuracy and integrity of the Command's financial statements.
You will oversee and advise on work in any of the phases of Financial Improvement and Audit Readiness, Management of Internal Controls, Continuous Process Improvement, and Management of Directives relating to accounting functions and processes.
You will coordinate work between accountants, technicians, auditors, team leaders, and Enterprise Resource Planning functional experts.
