The primary purpose of this position is to serve as the second level supervisor, senior civilian contracting official and staff advisor, providing planning, directing, organizing and exercising control over subordinate supervisors and nonsupervisory employees in organization.
Qualification Requirement: You must meet both of the following qualification requirements (Education and Specialized Experience) and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. See sections on "College Transcripts" and "Foreign Education" below for required documentation.): Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. 2. Specialized Experience Requirement: Subsequent to meeting the basic qualifications above, you must have specialized experience at the next lower band or equivalent researching, interpreting, analyzing and applying procurement guidelines, policies, and regulations impacting a cross-section of programs. It may have been gained in the private sector, volunteer service, military service, and/or government service, etc. AND 3. Two years of experience in a contracting position: Subsequent to meeting the specialized experience at the next lower band or grade level you must have served at least two years in a Contracting position. The ideal candidate for this Division chief position should have experience which portrays extensive complex contracting capability as an unlimited warranted contracting officer and supervisor. Experience in multiple contract types including firm-fixed price, cost-plus-fixed-fee, cost-plus-award-fee, etc. The ability to identify problems, critically think through solutions, and guide workforce through multifaceted acquisition actions. Career progression should suggest increasing responsibility and significant breadth and depth serving as key business advisor/mission focused business leader. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services commodities, and/or construction. 2. Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions. 3. Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position. 4. Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals. 5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to establish effective working relationships with others. 6. Ability to plan, organize, and direct the functions and staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Exercises supervisory personnel management responsibilities at least 25% of the time. Serves as the senior civilian business advisor in the organization with unlimited warrant authority. Servs as the Competition Advocate, Business/Contract Clearance Authority, and/or Small Business Representative for the organization consistent with FAR, as supplemented. Represents the organization with a variety of installation and functional area organizations.
