Job Description:

You will serve as a MANAGER in the Energetics Manufacturing Technology Department (M), Production Test & Evaluation Division (M6) of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. This position may be eligible for Supervisory Pay Differential of up to four (4) percent.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 grade equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist, providing technical oversight and leadership for test and evaluation programs or projects to diagnose, resolve, and improve conflicts for the improvement of processes and performance. You will provide management oversight to ensure that division test and evaluation processes have the required human and material resources necessary to meet project execution schedules and the delivered products meet customer quality requirements.
You will manage operations in ballistic and environmental test, Cartridge Actuated Devices (CAD) test, non-destructive evaluation, material properties, and aging programs.
You will be responsible for implementing the division's strategic initiatives by assessing specific personnel, facility, equipment, and process improvements to ensure each is adequately aligned with those initiatives.
You will ensure that employee training programs are effective, complete and adaptive such that the division's employees are well-prepared for their near-term and future mission requirements.
You will be responsible for overseeing operating facilities, equipment, budget, quality, schedule, and approval of safety documents.
You will be responsible for approval of procurement-related requirements documentation and effectively communicating the division acquisition needs/ priorities during meetings with the Contracting Department and other procurement stakeholders.
