The primary purpose of this position is to serve as an Information Technology Specialist in the Wing Advanced Program Office working in concert with a Lead Information Technology Specialist while executing implementation, quality assurance, configuration, installation, integration, operational integrity, systems security and Local Area Network/Wide Area Network systems.
Conditions of Employment Continued: The employee will be required to frequently travel TDY (over 90 days per year) CONUS and/or OCONUS sometimes on short notice, traveling in military and/or commercial aircraft or by any other designated means, to western and non-western countries. The employee may be required to work other than normal duty hours and tours of duty such as overtime, weekends, callback, uncommon tour of duty, holidays, etc. May be required to carry a phone. The employee will be required to have, or obtain, and maintain a valid driver's license in order to respond to security incidents at various locations geographically separated from the main office and during non-duty hours. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 95) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. Incumbent may be occasionally required to carry a firearm. Position will include training in the carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms. A pre-employment physical examination is required. Selected applicant must meet requirements specified on SF 78, Certificate of Medical Examination for position at overseas/deployed locations due to the following. The duties of this position require moderate physical exertion involving walking and standing, possible use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying. The theater commander may specify theater unique medical/physical deployable criteria. Emergency Essential/ deployment related medical/dental/psychological examinations and required immunizations are at no expense to the employee. This position is a national security position. Employee is required to use a government computer and computer systems and programs such as Microsoft Office suite in the performance of their duties. Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-07 (or equivalent in other pay systems) which includes utilizing IT network systems design principles, methodologies, and approaches to plan, develop, test, install, operate, administer, and maintain network services that support functional security requirements; Applying network architecture, topology, and protocols to the planning, designing, developing, and integrating of network systems consistent with existing or planned network infrastructures; and Implementing problem resolution techniques and tools to resolve more complex customer problems. OR EDUCATION: Master's degree or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of IT principles, methods, regulations, policies, products and services sufficient to manage a classified security enclave, computers, communications, industrial, information, physical and personnel security programs. 2. Knowledge of IT security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation and performance management methods sufficient to plan and conduct security accreditations reviews for installed systems/networks and assess/advise on new or revised security measures and countermeasures based on the results of accreditation reviews. 3. Knowledge of Sensitive Compartmented Information and Special Access Program information, industrial, physical, operational and personnel security principles, practices and policies as they apply to information systems security. 4. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.
Implements and administers the SAP information security program for the Advance Program Office (APO). Assistant Administrator for Wing Advanced Programs local area network (LAN) and wide area network (WAN). Implements the Advanced Programs Network Security Program. Provides customer technical assistance, training and support, both at home station and during deployed operations and exercises.
