This position is part of the Hydrocarbon and Geothermal Energy Office (HGEO) - National Energy Technology Laboratory (NETL), Department of Energy. As an IT Program Manager, you will serve as the Information Technology Director and principal advisor to NETL's Director on the application of information technology (IT) to support and improve NETL's business processes.
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. BASIC REQUIREMENT: Applicants must have IT-related education and experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 level. Specialized experience for this position is defined as meeting 2 of 3 of the following: Managing, and disseminating information to stakeholders; serving as senior IT official. Providing administrative and policy direction to the organizational elements reporting to the Chief Information Technology Division. Managing computer facilities, equipment, and telecommunications network. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Veterans shape the future of energy As an IT Program Manager, you will: Create, set up, keep up-to-date, improve, and run all of NETL's computer systems. Ensure that the computer systems follow all relevant laws, government rules, and security requirements, such as those from CISA, FISMA, and FITARA. Use project management techniques to plan and execute IT initiatives, including deciding how to use resources and setting key deadlines. Make IT services more efficient, improve management of IT decisions, and encourage new ideas in IT projects throughout NETL. Lead efforts and invest in technology to make sure our research computing tools directly support NETL's main goals. Plan computer networks for both administrative and research purposes, making sure the two areas work well together, and managing NETL's cybersecurity to protect the information systems.
