About the Position: This is a bundled recruitment with multiple hiring offices. We are hiring for a GS-0343-7/9, GS-0343-11 and a GS-0343-12. These are NOT developmental positions with the exception of the GS-07 Full performance GS-09. There is NO promotion potential to the next highest grade if selected at the GS-09, GS-11, or GS-12. Minimum Qualifications GS-09: Specialized Experience: One year of specialized experience which includes 1.) using a computerized budgeting/program management software and assisting in the forecasting and budget formulation for future years; and 2.) analyzing and tracking budget execution for current year. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). At the GS-09 you will:
Work with branch chiefs, managers, field sites, and senior program analysts to provide information on funds use and availability for Regulatory, Operations and Maintenance, Annual Power Budget, Revolving Fund, and reimbursable appropriations.
Use financial management systems and the federal and Corps budget process to financially receive, monitor and analyze funding availability to ensure purchase requests are prepared correctly and within Federal appropriation law guidelines.
Research and analyze project data for planning and estimating purposes.
At the GS-11 you will:
Serve as Program Analyst with responsibility for the formulation, justification, and execution of District Civil works Programs.
Evaluate and integrate estimates and proposals submitted by District offices to assess needs within the programs.
Provide review of the schedules to ensure accuracy and monitor the execution (i.e., obligations and expenditures of program funds) of the approved program for optimum utilization.
At the GS-12 you will:
Manage various Civil Works projects in the Primavera project management database and pull reports detailing project execution schedules and program development data.
Prepare, compile and/or edit narrative and statistical material, exhibits, and related background information for use by the District staff in supporting assigned appropriations and projects.
Compile current year programs and schedules of obligations and expenditures for submission to higher headquarters.
