Job Description:
You will serve as a PROGRAM MANAGER in the Aegis Ballistic Missile Defense Field Activity of AEGIS BMD. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Working in a multi-functional Weapons Systems Office performing complex and multi-faceted activities which provide direct support to the Command improving efficiency and effectiveness in Aegis Ballistic Missile Defense and other operations. You will be responsible for daily management of the technical and acquisition efforts across a spectrum of development and engineering.
You will develop and execute the strategy and necessary plans, procedures, and other documents required for technical development of the program within Aegis BMD.
You will develop out year acquisition strategies, including contract types, fees and evaluation criteria, formal technical documentation and prepare presentations to support program advocacy and major milestone decisions in Department of Defense/War.
You will prepare and defend budgets to higher authority; define and manage task planning foreach development phase, integrating associated Navy center/laboratory, support contractor and prime contractor efforts.
You will direct execution and coordination of tasks in-process, review progress, resolve technical problems, and upon approval redirect efforts within cost and schedule constraints.
You will manage engineering requirements and approach for the BMD modifications covering specification development, reliability, maintainability, safety, training, integrated logistics, configuration and data management.
You will provide for transition to production with consideration for producibility, life cycle/unit cost, reliability, logistics, maintainability, safety, configuration and data management.
You will develop innovative and path finding concepts or procedures requiring imaginative approaches to problems not normally solved by conventional methods.
You will execute/evaluate programmatic issues, involving risk, cost, schedule and performance.
You will develop, motivate, and train a comprehensive, diverse workforce to meet current and anticipated program management goals and requirements; implement employee education, training requirements, and expectations.
You will ensure that employees are appropriately empowered and accountable for assigned work and be provided with professional and personal challenges that will enable them to grow in technical knowledge, responsibility, authority, and team building.
You will assess the health of the program’s technical capability and capacity, analyze the long-term workload plans and expectations, develop and maintain the staffing plan, and recommend strategic workforce development initiatives.
