Job Description:

This position is located in the Farm Service Agency, Farm Loan Programs, Program Operations and Appraisal Division. The duty location is negotiable after selection. The incumbent provides strategic leadership, oversight, and coordination for the nationwide delivery of information systems supporting the Agency's Farm Loan Programs. Responsible for guiding the development, implementation, and continuous improvement of program-related technologies, ensuring alignment with mission objectives.

Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Evaluating services related to the organization's systems to assist IT professionals in planning and directing the development of functional requirements for a wide variety of automated systems affecting the organization; experience in leading project teams through complex technical issues, utilizing standard project management methodology; monitoring and managing project budgets; experience in developing creative and innovative solutions to complex management issues which increase effectiveness and enhance customer service, and involving others in the decision making process in order to lead cross functional teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
Works closely with the Director and assists in the planning, developing and implementation of a variety of operational and administrative initiatives;
Assists IT professionals by planning and directing the development of functional requirements for a wide variety of automated Farm Loan Program systems;
Researches, evaluates, and provides feedback and solutions for problematic trends and patterns found in the Farm Loan Program systems;
Identifies areas where automation can effectively eliminate labor intensive manual systems;
Represents the Division at internal and external meetings and organizations dealing with interrelated analysis and structuring that impact automated systems;
Conducts research and analyzes data outcomes and outputs related to program development.
Leads cross-functional teams to deliver management advisory services, training, and compliance support, driving innovation and operational excellence across Farm Loan Program systems.
