Job Description:

The Supervisory Social Worker works in the Chief of Staff office at the North Florida/South Georgia Veterans Health System (NF/SGVHS), primarily stationed in Jacksonville, FL. This position serves as the Supervisory Social Worker within Mental Health and is locally referred to as the Supervisory Social Worker. The position reports directly to the Chief of Staff or designee.
Applicants must meet the requirements by the closing date of this announcement, which is 01/16/2026 Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may NOT be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS- 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.GS-13 Supervisory Social Worker candidates must have the following: Experience/Education: Must have at least one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. AND Licensure/Certification: Social Workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Advanced License must be submitted with application. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Physical Requirements: The work is typically performed in a clinical setting that exposes incumbent to the communicable diseases common to the homeless populations. Much of the is performed in a setting away from the office, where the environment cannot be controlled. Must have good manual dexterity. Must be able to express or exchange ideas by means of spoken and written word. Must be able to view and read information on computer screens. A pre-placement physical evaluation is required and shall be completed for VHA full-time, part-time and intermittent positions for all VA applicants who will be assigned to work in a VHA healthcare facility. A pre­placement evaluation must be completed prior to entry on duty. This must include an occupational history, immunization status and health and tuberculosis screening. Must be able to operate a government vehicle safely. The work requires traveling throughout the community including into patient homes. Typical activities involve sitting, driving distances of 50 miles. Annual flu shots are required, or have the proper waiver.
Statement of Major Duties and KSAs for Supervisory Social Worker, CRRC and Coordinated Entry The Incumbent is responsible for the overall functioning and management of the Community Resource and Referral Center (CRRC) and Coordinated Entry programs. The Incumbent provides administrative, technical and clinical supervision necessary for accomplishing the work of CRRC and Coordinated Entry Programs. The Incumbent performs the administrative and personnel management function relative to staff supervised. The Incumbent performs program analysis, development, review, research design with various agencies including HUD Continuums of Care. The incumbent performs work related to the reviews, monitoring, analysis, planning and assessment of various programs. The Incumbent is responsible for key project activities related to planning, development and implementation. Duties include but not limited to: 1. Knowledge of the principles, concepts, theories, and methodology of clinical social work practice. 2. Knowledge of the administrative mechanisms needed for successful program development, management, and evaluation. 3. Knowledge of normal developmental theory including the aging process and basic concepts of gerontology, knowledge of adult and geriatric psychology, and knowledge of the special needs of the physically disabled and the frail elderly. 4. Knowledge of VHA programs as well as community housing programs that serve the homeless. 5. Skill is using computer applications related to data collection and interpretation, program evaluation, and clinical services. 6. Ability to communicate both orally and in writing with people from diverse backgrounds. 7. Ability to function independently, meets deadlines, and function under pressure. 8. Ability to operate a government vehicle to transport veterans or conduct home visits.
