This vacancy is for a GS-0343-13/14, Program Analyst (Budget Execution and Formulation) located in the Department of Homeland Security, U.S. Coast Guard, Deputy Commandant for Operations, Office of Resource Advisor, in Washington, District of Columbia.
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Budget Analysis - working with a team and supervisor to review resource proposals and financial systems to ensure funds allocation and planned uses align with congressional or senior management intent and agency priorities. Resource Management and Briefing - participating in appropriate resource management meetings and committees and preparing decision-making briefs for principals prior to their attendance at decision making meetings. Program Analysis - assisting with monitoring and reporting the rate of obligations and execution of funds, including tracking and monitoring spend down of funds; notifying management of trends of concern to include overspending or obligation of funds. Congressional Budget Development - assisting with OMB and Congressional budget development and execution processes and procedures to formulate and justify operating expense budget to properly advise agency leadership on budget alternates, business planning, resource programming, federal budget/preparation/defense policies, appropriations laws, procedures, tools and techniques. You will serve as a Program Analyst (Budget Execution and Formulation) and be responsible for providing advice and assistance in coordinating the budget development and budget execution processes within the Deputy Commandant for Operations (DCO). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviewing resource proposals and financial systems to ensure funds allocation and planned uses align with congressional or senior management intent and agency priorities. Performing budget execution activities for multiple allotment funds involving the most difficult fund control activities, including adapting budgetary policies, analytical methods, and regulatory processes for use by the agency directorate and subordinate entities. Assisting and providing guidance to program managers/budget officers in developing appropriate measures of effectiveness and evaluating program outcomes/results. Monitoring, documenting, and reporting on spend down, other spending categories of particular concern such as travel or conference attendance, pending contract execution status, or spending anomalies, including potential Anti-Deficiency Act violations and ratifications.
