This position serves as the Regional Director of the Pipeline and Hazardous Materials Safety Administration (PHMSA), Office of Pipeline Safety (OPS), for one of five geographically located regions. The Region Director exercises executive direction over the region's activities to effectively promote, implement, and administer the pipeline safety program of PHMSA, U.S. Department of Transportation (DOT).
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience implementing technical, engineering, concepts and regulatory requirements as would be found in the pipeline industry. Experience supervising or leading technical and non-technical personnel. Experience communicating effectively with stakeholder groups to be able to achieve the mission of a national pipeline safety program. The Supervisory General Engineer (Regional Director): Reports directly to the Deputy Associate Administrator for Pipeline Safety and represents the agency with both internal staff and external organizations. Coordinates the testing and implementation of new pipeline safety programs in the field including the sorting of priorities across programs for field implementation. Develops locally tailored strategies for achieving pipeline safety Advocates for experimentation to help sustain a learning organization. Manages the regional office, develops and executes risk-based plans for inspection of pipeline operations in the region. Evaluates and monitors activities of state agencies participating in the federal/state pipeline safety program and recommends changes to improve the program. This position is perfect for an experienced General Engineer with supervisory experience who is looking for challenging assignments. You will administer the pipeline safety program in the Southwest Region and supervise technical and administrative staff. As a Regional Director, you will be responsible for protecting against the risk to life and property inherent in the pipeline transportation of natural gas, petroleum, and other hazardous liquids through inspection and enforcement of federal safety regulations, investigation of accidents and incidents, stakeholder engagement, education, emergency response, and monitoring of state programs for pipeline safety.
