Job Description:
This position is located within the Managing Director - Issuance Operations, Passport Services Directorate, Bureau of Consular Affairs (CA/PPT/I). The Regional Director is responsible for representing Passport Services headquarters to the field agencies and centers and coordinates the implementation of all national policy and programs to the field staff.
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience directing and overseeing planning, execution, and implementation of passport adjudication policies and programs across multiple locations and time zones. Experience supervising teams, setting expectations, and evaluating employee performance in alignment with organizational goals. Experience leading nationwide projects or programs, advocating for resources, and ensuring deliverables are on time and align with organizational goals. Experience identifying and resolving productivity issues; implementing improvements to practices and operational efficiency. Experience serving as liaison for assigned passport agencies and centers, ensuring effective communication with internal and external stakeholders on complex, time-sensitive operational issues. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
Represents Passport Services headquarters to the field agencies and centers and coordinates the implementation of all national policy and programs to the field staff .
Establishs and executes region-wide goals, objectives, and multi-year operational plans aligned with Directorate, Bureau, and Department priorities.
Coordinates customer service, congressional response, and stakeholder outreach programs to meet citizen and Congressional needs.
Develops, establishes and implements strategies that assure optimum utilization of funds allocated for programs.
Coordinates with Headquarters Office Directors to streamline nationwide operations and improve efficiency and effectiveness through best practices.
