Job Description:
This position is located in the U.S. Patent and Trademark Office (USPTO) within the Patent Issuance and Systems Division (PSID), Office of Data Management (ODM). The incumbent will serve as the Quality Management Specialist who will be responsible for analyzing programs and operations to validate productivity and efficiency, provide support, and make recommendations that will improve the effectiveness of business operations within the Office of Data Management.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at General Schedule Qualification Standards Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-07. To qualify, you must have one year of specialized experience equivalent to the GS-7 level that includes experience with at least two of the following: Reviewing and analyzing internal processes and procedures. Preparing reports containing a statement of the issue or problem, background, observations, options for change, and recommendations for action. Researching/interpreting regulations and guidelines. OR Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. OR LL.B. or JD., if related to specialized experience equivalent to the GS-07 grade level at the federal service; OR A combination of graduate education AND experience equivalent to the next lower GS-07 grade level that meets 100% of the equivalent requirements for this position.
The physical worksite for this position is located in Alexandria, Virginia. This position is eligible under the Situational Telework Program per agency and business unit discretion/policy. Key responsibilities include: Conducting quality reviews, content analyses, and evaluations of work that involve processing patent applications for Publications and Grant issuance. Identifying problem areas and/or trends within the publication and issuance cycle. Recommending corrective actions to enhance the quality studies and recommends processing improvements.
