The position serves as the Chief, Licensing Section, Financial Management Division (FMD), Assistant Register and Director of Operations (ARDO) within the United States Copyright Office (USCO) at the Library of Congress (LC) and reports to the Chief, FMD. The position is responsible for administering the statutory licenses in accordance with the Copyright Act, as amended, (Title 17 of the United States Code), and the Copyright Office regulations. Oversees the examination and information requirements for the Licensing Section, evaluates the program, policies, procedures and communicates information about the program and provides support, advice, and counsel for a sound fiscal program that invests and disperses royalties. Responsible for ensuring that all section staff provide proper handling and security of Library and Copyright Office materials. Supervises a group of supervisory and non-supervisory staff ranging from the GS-13 to GS-14 grade levels. Provides administrative and technical supervision necessary for accomplishing the work of the Licensing Section relative to the staff supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; observes workers’ performance; demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Reviews and approves or disapproves leave requests and certifies time and attendance records for staff. Assures that subordinates are trained and fully comply with safety regulations and safeguard sensitive and personally identifiable information (PII) of employees. Plans the Licensing Section’s resource and program requirements, systems initiatives, including short- and long-term goals in coordination with ARDO and Chief of the Financial Management Division. Assess and coordinate changes and requirements for new operating polices or procedures, review of legislative changes and recommendations for implementation. Develops and reviews narratives and documents required to support and implement Licensing program requirements related to digitization, examination, information, and systems development, user acceptance testing, and development of internal controls. Manages the development and need for operational systems products, reports, and reporting metrics. Develops and implements plans designed to enhance relationships with Library Service Units, Offices, directorates, agency, and stakeholders and to increase effectiveness in communication. Establishes and maintains effective working relationships at multiple levels. Oversees the review and implementation of existing and new Library regulations and directives for the statutory license program. Responsible for the development of new or revised written Copyright Office standard operating procedures, internal controls, and guides. Gathers, interprets, and analyzes information to develop findings, studies, and alternative solutions. Develops new or revised technical guidelines and work procedures in connection with problems based on complex issues involving legislation, regulations and polices. Provides advice, guidance and recommendations to the Assistant Register and Director of Operations and Copyright Office senior managers. Serves as the technical advisor and expert to the Assistant Register and Director of Operations concerning statutory and compulsory licenses cases and is responsible for implementing various licensing programs and systems. Serves as the primary liaison with internal and external groups and stakeholders concerning licensing programs. Develops and implements plans designed to enhance relationships with agency stakeholders and to increase program effectiveness. Performs other duties as assigned. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position.
