The Deputy Assistant Commissioner (DAC) provides strategic leadership and executive oversight for bureau-wide programs, including human capital, facilities management, and other mission support services. The DAC ensures responsible stewardship of the bureau's personnel, financial, and physical resources and promotes a highly skilled, engaged, and mission-ready workforce, strengthening organizational performance, operational excellence and ensuring achievement of strategic priorities.

You must demonstrate all of the MTQs to be rated as eligible for this position. MTQ 1 - Demonstrated executive-level experience leading enterprise mission support functions (e.g., facilities management, administrative services), including workforce planning, organizational development, and employee engagement. MTQ 2 - Demonstrated ability to lead organizational change, modernize operations, and align administrative functions with strategic priorities. MTQ 3 - Demonstrated experience developing policy and providing comprehensive guidance and counsel to managers and senior officials on mission support functions. Experience must demonstrate exceptional communication and influencing skills.
Provides strategic direction and executive oversight for the development, administration, and oversight of BFS-wide administrative management programs including human capital, facilities management, and other support programs. Together with the Chief Administrative Officer (CAO), the incumbent ensures the effective stewardship of the bureau's personnel, financial, and physical resources and promotes a highly-skilled and effective workforce. Additionally, the Deputy Assistant Commissioner, Chief Administrative Officer, performs the following duties: Provides strategic direction and oversight for the development and implementation of human capital, facilities, and general administrative programs Acts as a catalyst for strategic change by establishing BFS's shared human capital, facilities, and general administrative services vision, implements plans in a continuously changing environment, and capitalizes on opportunities while managing risk Develops and directs goals, objectives, and priorities, anticipates future events that will likely affect OCAO's programs, and carries out long-range plans intended to accomplish desired program changes. Continually assesses the overall quality of OCAO operations and periodically directs comprehensive evaluations of program strategic and tactical goals, commitments, and objectives, readjusting and redefining them as appropriate to advance innovation and ensure efficient and effective application of management practices and procedures. Aligns OCAO program strategies, policies, and processes with the strategic and tactical priorities of the bureau Serves as a member of BFS's senior management team and an advisor to the Commissioner, Deputy and Associate Commissioners, CAO, and other senior executives on critical administrative and management matters Provides oversight, direction, and policy for all aspects of human capital management, including strategic and operational planning, employee engagement and satisfaction, workforce and position management, succession planning, policy development and accountability, employee and leadership training, labor and employee relations, and organizational development Provides oversight and direction to bureau-wide facilities support services including leasing, space planning, property management, as well as, safety and health, printing, and graphics, scanning and copying, fleet management, energy/environmental, and other support services
