This position is located in the U.S. Department of Education (ED) Office of Federal Student Aid (FSA). The FSA is responsible for awarding billions of dollars in federal student aid funds. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience developing, deploying, and optimizing email campaigns. 2. Experience creating compelling, accurate, and personalized digital communications content. 3. Experience coordinating multi-faceted communications projects. EDUCATION (see EDUCATION SECTION of the vacancy announcement) Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skill in deploying, developing, and optimizing email campaigns. 2. Knowledge of project management and coordinating multi-faceted projects including communication to various stakeholders. 3. Knowledge of the principles, methods, practices and techniques of digital communication that enable the incumbent to provide technical advice on email and digital marketing campaigns. 4. Ability to apply a variety of techniques in gathering, analyzing and evaluating complex data from multiple sources to identify patterns and trends and develop appropriate recommendations. 5. Ability to implement A/B message testing and other methodologies to create and test web and email variations for optimal conversion results.
