Job Description:

This position is located in the Department of Housing and Urban Development, Office of the Chief Information Officer.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Implementing, leading, and overseeing an information systems security program; AND - Identifying vulnerabilities, providing recommendations for remediation, and planning the implementation of those solutions; AND - Providing risk oversight of existing applications, services or processes; AND - Participating in network and system design to ensure compliance with appropriate security policies, contingency plans, and disaster recovery procedures; AND - Providing system security guidance and solutions to business units relating to current and emerging threats. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. The strategic goals of OCIO are to: rapidly modernize HUD's information technology to support key business initiatives; transform the information technology infrastructure to adapt to and adopt emerging technologies; develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department's goals; and provide secure, rapid, and reliable data and information to our customers. As a Supervisory IT Specialist (INFOSEC), you will: Function as the Information Systems Security Manager (ISSM) within the Infrastructure and Operations Office (IOO), providing guidance, supervision, expertise, contract oversight, and leadership associated with implementing, monitoring, auditing, and governance of the controls and policies regarding IOO services, developed and approved by OCIO's Office of the Chief Information Security Officer (CISO). Develop and enforce policies through subordinates, the day-to-day and long-ranged direction to a staff of information security professionals. Provide oversight, risk management, and leadership in the implementation and administration of IOO applicable and Office of the CISO approved personnel security, physical security, information systems security, critical infrastructure protection and emergency preparedness programs. Provide analytical support to the Deputy Assistant CIO of IOO. The incumbent's duties and responsibilities will include strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, and auditing as they relate to information cybersecurity management. Provide leadership, guidance, direction, and oversight of the IOO's human resources, financial, and strategic goals pertaining to IT security
