Job Description:
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI), State and Population Health Group (SPHG). As a Physician, GS-0602-15, you will serve as a clinical advisor to the Group/Deputy Directors in the development, evaluation and implementation of a wide range of Medicare and Medicaid issues and policies relating to preventative and population healthcare.

Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties. For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program. Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school or public health may be credited for training positions or as appropriate for specialist positions. (Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. AND Selective Placement Factor Requirement: In addition to the qualifications listed above, you must possess an active Board Certification in a recognized medical specialty, which must be maintained throughout the duration of the appointment. Provide authoritative medical advice and guidance in the development of policies that incorporate the operational aspects of the CMS programs, as well as drive quality, reduce costs and improve outcomes.
Utilize technical knowledge of the Group portfolio of Medicare and Medicaid payment and care delivery models to problem-solve on cross-Division issues.
Recommend legislative, policy, and/or administrative remedies to improve CMMI models and programs.
Advise the Group/ Deputy Directors on the activities necessary to ensure the successful completion of ideation, planning, implanting and operating innovative models of payment and health care services delivery for CMMI.
Serve as a trustworthy clinical partner to the provider community, developing and maintaining collaborative relationships through mutual understanding of providers' needs and concerns.
