Job Description:

The Cancer Program Manager is located at the Lexington VA Healthcare System in Lexington, KY within the Chief of Staff Office. The incumbent works at a large, high complex, dual division, tertiary care healthcare system and its affiliated research facility with a major medical school. The work of this position supports the care and treatment given to patients with malignant conditions and certain benign CNC Tumors.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Expert knowledge of methods for assessment and improvement of program effectiveness or the improvement of complex data oncology management processes and systems to cancer prevention and treatment. Knowledge of fact findings and investigative techniques to identify, analyze, and recommend solutions/ improvements to strategic, clinical management, and/or Cancer program issues as well as provide consultative support. Knowledge of design and conduct of comprehensive management studies, where the boundaries of the studies are extremely broad and difficult to determine in advance. Expert knowledge of database management and design concepts (analytical and evaluative methods). Expertise in a wide variety of computer and data management packages and databases including VISTA, CPRS, SAIL, Pyramid, VACCR, NCI/SEER. CDC/NPCR, and the National Cancer database (NCDB) of the college of Surgeons. Comprehensive knowledge of the range of administrative laws, policies, and regulations applicable to the administration of one or more important programs governing cancer care. Preferred Experience: Demonstrated experience in collaborating with and/or leading a Cancer Committee within a healthcare organization. Familiarity with the functions, goals, and regulatory requirements of a Cancer Committee, including quality improvement initiatives and programmatic reviews. Extensive knowledge and hands-on experience with the standards and accreditation processes of the Commission on Cancer. Proven ability to manage and maintain CoC accreditation, including documentation, site visits, and compliance with CoC standards. Proficiency in collecting, analyzing, and interpreting oncology-related data to support decision-making and program improvements. Experience with statistical software and data visualization tools to communicate findings effectively to clinicians, administrators, and stakeholders. Experience in managing oncology data, including cancer registries and electronic health records. Ability to use oncology data to track patient outcomes, inform care pathways, and support research initiatives. Experience as a Contracting Officer Representative, with proven ability to manage contracts and ensure compliance with VA regulations and federal acquisition policies. Experience overseeing contracts for oncology-related services, including negotiation, monitoring performance, and managing relationships with contractors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The Cancer Program Manager Duties and Responsibilities include, but not limited to: Oversees daily administrative operations of the cancer program, ensuring compliance with VHA policies and procedures. Manages contracts, budgets, and resource allocation supporting oncology services. Coordinates administrative support for clinical and research cancer program activities. Develops innovative approaches to improve cancer program workflows and patient access to care. Designs new program initiatives or process improvements in response to identified performance gaps. Adapts best practices from other VA or non-VA cancer programs to local operations. Collects, organizes, and maintains cancer program data for reporting, accreditation, and leadership review. Ensures accurate documentation of program activities, outcomes, and compliance metrics. Prepares briefings, reports, and dashboards summarizing complex oncology program data. Develops short-and long-term strategic plans for cancer program operations and growth. Evaluates program effectiveness using established performance measures and outcomes. Monitors progress toward program goals and adjust plans based on evaluation results. Analyzes cancer program performance trends, including quality, access, and efficiency metrics. Identifies systemic issues impacting oncology service delivery and patient outcomes. Provides leadership with data-driven recommendations to improve organizational performance. Assesses how cancer program components interact across clinical, administrative, and support services. Coordinates multidisciplinary stakeholders to ensure integrated oncology care delivery. Anticipates downstream impact of policy, staffing, or process changes on the overall cancer care system. Performs other duties as assigned.
