This job announcement uses the Subject Matter Expert Panel Assessment to evaluate applicants.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 applicants and GS-11 for GS-12 applicants) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-11 level is defined as: performing financial pay analysis and support for a large-scale automated civilian payroll system; or advising on financial management principles as they relate to automated pay systems processing; or assisting in the preparation and submission of all required finance reports. Specialized experience at the GS-12 level is defined as: providing technical expertise on financial standards and principles as they relate to Civilian Pay; or applying applicable Civilian Pay laws, regulations, policies and procedures to resolve issues relating to financial entitlements; or making recommendations on operational requirements and improvements for existing Civilian Pay processes. Time-in-Grade GS-11: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service. Time-in-Grade GS-12: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature.
Manages, directs and executes finance operations for customers, which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.
Develops an effective implementation of Standard Operating Procedures for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures.
Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation.
Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management.
Establishes and maintains internal control procedures to protect against fraud, waste, and abuse.
