Job Description:

You will serve as a Supervisory Administrative/Technical Specialist in the Software Development & Architecture Branch (MXLP) or Cyber Systems Validation Branch (MXLR) or Tactical Cyber Testing Branch (MXLS), Expeditionary C3 & Cyber Division of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13/14.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing direction and oversight on analyzing and evaluating project requirements to develop, plan and execute project schedules, milestones and deliverables for the efficiency of successful program operations. You will be responsible for the development of the workforce, effective execution of workload consisting of organizational initiatives and objectives, and for providing outstanding support and service to assigned customers.
You will plan, distribute, coordinate, and monitor work assignments of subordinates.
You will evaluate work performance and provide feedback on their performance.
You will ensure that employees are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
You will approve leave; recommend discipline, awards, promotions and other personnel actions; resolve employee complaints; investigate conduct and or performance problems including those where disciplinary action may be proposed.
You will coordinate and integrate work that involves distinct areas of responsibility and that require varying skills, knowledge, and abilities to execute the mission.
You will encourage and enable subordinate employees to develop leadership and management skills and experience by seeking their input before making key decisions.
You will identify solutions and provide guidance and advice to subordinates and to other supervisors and managers.
You will formulate objectives and priorities, implement plans consistent with long-term interests of the organization.
You will capitalize opportunities and manage risks and contingencies, recognizing the implications for the organization and stakeholders.
You will develop and implement long and short-term planning for required funding, human resources, facilities and equipment.
You will develop and implement the organization's project and programmatic policies and procedures and determine criteria for assessing effectiveness.
