This position is located at the Kansas City Passport Agency in Kansas City, MO. This position serves as a Supervisory Program Manager, with a working title of Assistant Director and contributes toward the directorate's policy guidance efforts by assisting the agency's Director to lead the Passport Agency. Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new or modified administrative programs policies, regulations, goals, or objectives; Experience analyzing and evaluating the effectiveness of line program operations and meeting established goals and objectives; Experience demonstrating knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of key programs; and Experience planning, directing and coordinating program activities related to the passport adjudication, processing, anti-fraud, and acceptance function There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
Leads an organizational division of 30-40 staff working in adjudication, fraud prevention, customer service, processing, administrative, and operational areas
Plans and manages the document integrity and anti-fraud program with the agency/center
Oversees the ongoing analysis of demographics, tends, and patterns of passport applications including methods of application (by mail, in person, or online downloading/completion of forms), and other factors influencing the workload of the agency
Serves as Acting Director as required and works collaboratively with Headquarters Office Directors to ensure policies and procedures are implemented in a timely and consistent manner
Gives advice, counsel, or instructions to employees on both work and administrative matters
