About the Position: This position is located at William Beaumont Army Medical Center, Director of Administration - Patient Administration, in El Paso, TX. This is a Direct Hire Solicitation

Specialized Experience: One year of specialized experience which includes reviewing medical documentation to ensure accuracy of coding and/or billing into an automated healthcare system; assisting with developing policies and/or procedures for implementing third-party collections initiatives; and assisting in the workload distribution among subordinate employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Direct the work of the MTF Third Party Collection Program (TPCP), the Medical Services Account (MSA) operation, the Veterans Administration patient services reimbursement program, and billings for the Federal Medical Claims Recovery Act Program.
Evaluate TPCP to ensure adherence to third party payers' policies and requirements, in order to increase TPCP collections, and assure proper accounting and recordkeeping for monies collected.
Ensure MSAO is adhering to policies and regulations that concern billing and collecting of hospital charges, the Patients' Trust Fund, cashier activity, and the active duty medical claims program.
Oversee the billing portion of the Veterans Administration patient services reimbursement program and bills for the Federal Medical Claims Recovery Act Program to ensure all applicable regulatory and administrative criteria are adhered to.
Attempt to resolve any differences of interpretation between Patient Administration, the Center Judge Advocate's office, and the Veterans Administration in the content of the billings.
Supervise military and civilian personnel to include the Medical Services Account Officer (MSAO), Supervisory Health System Specialist for (TPCP), and 2 Nurse (Admin) involved in VA billing, TPCP, hospital treasurer's office, MSA, and FMCRA staff.
Assign work, develop performance standards and evaluate work performance by subordinates.
