You will serve as an ENGINEER/SCIENTIST in the Electromagnetic & Sensor Systems Department of NAVSURFWARCENDLD.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS 12/13 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional Engineer or Scientist with experience providing leadership, engineering expertise, technical guidance, and oversight in support of US Navy electromagnetic environmental effects requirements and fleet operations. Examples of qualifying experience include: 1. Demonstrated ability to effectively lead E3 efforts for major acquisition programs, build relationships and trust with a diverse customer base. 2. Proven ability to establish and implement updated technical policies and procedures to facilitate leadership and oversight across the entirety of the B55 portfolio and unique programmatic and technical needs. 3. Proven ability to effectively and professionally communicate orally and in writing with peers, sponsor organizations, key stakeholders, higher-level management, and industry on behalf of yourself, team, organization, and Navy. 4. Expert level knowledge of the multidisciplinary portfolio within B55 that spans electromagnetic pulse (EMP), radiation hazard (RADHAZ), electromagnetic compatibility (EMC) certification and engineering efforts. 5. Recognized expertise in leading innovative change efforts with a workforce that is extremely diverse in terms of experience and education. You will serve as an NSWCDD/Navy Enterprise subject matter expert and technical lead for electromagnetic assessment activities in support of electromagnetic environmental effects (E3) requirements aboard US Navy ships and shore installations.
You will serve as NSWCDD B55's Chief Engineer in support of all major programs, including electromagnetic pulse (EMP), radiation hazard (RADHAZ), and shipboard electromagnetic compatibility (SEMCIP) certification and improvement program.
You will provide senior leadership, engineering expertise, strategic guidance, and oversight in support of electromagnetic environmental effects (E3) requirements and fleet operations impacted by B55 projects.
You will develop, in collaboration with stakeholders and adherence to internal policies, processes and procedures to ensure the consistent application of engineering and technical rigor across the sponsor base.
You will ensure engineering agent responsibilities are fulfilled for B55 E3 programs and maintain and apply E3 systems engineering processes.
You will demonstrate the ability to efficiently develop and tailor E3 analyses and test techniques and methodologies to support complex measurement and testing requirements for the fleet.
You will Identify opportunities of collaboration and efficiencies within B55 as well as across the entire B50 portfolio and demonstrate the ability to effectively implement and lead collaborative efforts.
You will provide effective stakeholder outreach and E3 collaboration with acquisition, logistics, and operational communities.
You will develop, in collaboration with internal stakeholders, an executable knowledge management approach to address succession planning, transfer of knowledge, mentoring, and coaching in the branch.
You will be a spokesperson for B55 with respect to E3 collaboration with national and international standards communities; develop inputs to handbooks, standards, and instructions (Navy/USMC, DoD, NATO, Public).
