About the Position: This position serves as Chief, Military/Support for Others (SFO) Project Management Branch. Incumbent will have oversight responsibility for the programs and project management activities related to execution of the District's large, complex, and diversified Military and SFO programs. **NOTE: A recruitment or relocation incentive may be authorized for highly qualified candidates.

Specialized Experience: One year of specialized experience which includes: 1) oversight responsibility for programs and project management activities which include technical issues, political interests, public impact, or environmental sensitivity; 2) ensuring projects follow established project delivery processes or regulations; 3) supervising or leading a team of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Organizational Awareness Planning and Evaluating Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
Supervise and direct Branch employees in their management of various projects through the control of the project parameters of cost, budget, schedule, scope, and quality.
Serve as the authoritative source to Program and Project Managers for decisions and guidance dealing with conflicts, compromises, and changes to the projects.
Direct Program and Project Managers in preparation of the Project Management Plans (PMP's) and ensure that they are in compliance with regulations and agreements with customers and government agencies.
Represent the District at meetings, briefings, conferences, hearings, etc. with officials of other Federal agencies, foreign governments, state, county, and local authorities, and the public on matters related to proposed or approved projects.
Set priorities and resolves conflicts in resource utilization.
Review and analyze new missions and make recommendations to supervisor regarding resources and manpower requirements.
