SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: planning, organizing, and directing the activities of the emergency communications center at least 25% of the time, ensuring that all emergency response agencies comply with legal and regulatory requirements and meet customer needs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. IDEAL CANDIDATE STATEMENT: Looking for a Full-Time Emergency Communications Center (ECC) Manager to work at the 96 Test Wing, 96 Civil Engineer Group, 96 Civil Engineer Squadron, Fire & Emergency Services Flight (96 CES/CEF) at Eglin AFB, in Florida, to serve as a first level supervisor, providing planning, directing, organizing and exercising control over nonsupervisory employees assigned to the communications center. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operations for Central 911 emergency communications center, fire, law enforcement and emergency medical services (EMS). 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, motivate, mentor and direct and appraise the functions and staff of a large organization. 4. Ability to communicate effectively, both orally and in writing using a calm and stable demeanor while dealing with emergency situations, time required to complete the job, availability of materials, tool requirements, and priority reassessment. 5. Knowledge of federal laws, statutory and administrative codes, ordinances and regulations related to public safety communications as well as training and certification standards for Emergency Fire Dispatch, Emergency Medical Dispatch (EMD), and Enhanced Telecommunicator certification. 6. Knowledge and experience with computer operations, Computer Aided Dispatching Systems, dispatch systems, protocols, radio systems, and interoperability as applied to law enforcement, fire and EMS. 7. Knowledge of principles and methods of 911 emergency telephone systems and standard telephone operations, Federal Communications Commission Rules and regulations. 8. Ability to collect and interpret facts, analyze, evaluate, and make sound decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work Plans, organizes, and directs the activities of the emergency communications center at least 25% of the time, ensuring that all emergency response agencies comply with legal and regulatory requirements and meet customer needs Represents the organization in establishing, developing, and maintaining effective working relationships with various stakeholders, including government agencies, community leaders, and other organizations at least 10% of the time Provides emergency call-taking and dispatching services, determining the nature of the emergency in accordance with established guidelines at least 15% of the time Ensures the operational capability and serviceability of all dispatch center equipment, testing and evaluating the performance of emergency communications systems at least 25% of the time, including radio systems, telephone systems, and computer-aided dispatch systems
