Job Description:

This position is part of the Defense Human Resources Activity. The incumbent will be responsible for performing a variety of analyses requiring the use of unusual methods and procedures which affect the travel reservation capabilities (air, rail, hotel/lodging, and car) of DoD travel systems not susceptible to normally used techniques.
You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Experience with Passenger Name Record (PNR) systems, including the ability to read and analyze PNR data structures, fare rules, and ticketing information from Global Distribution Systems (GDS) like Sabre and Worldspan. Analyzing and documenting complex system requirements for a travel system (DoW or similar) in support of developing major system changes and issue resolution. Conducting special studies, in-depth analysis, and reviews related to travel policy and the functionality of supporting travel systems. Articulating, negotiating, and persuading stakeholders to implement new policies, procedures, and processes required by changes in the political, legislative, or operating environments. Researching, coordinating, and preparing position papers, information papers, and other formal correspondence for review and use by senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a PROGRAM ANALYST (TRAVEL OPERATIONS) at the GS-0343-13 some of your typical work assignments may include: Analyze the capabilities of new reservation initiatives, products, and technologies within DTS to determine their potential impact and benefits. Develop comprehensive functional system requirements for DTS based on policy changes, user feedback, and analytical findings. Create, document, and test resolutions for functional problems and defects that are discovered during the testing of newly developed system functions. Implement new or enhanced travel processes and functionality within DTS, including coordinating with technical teams and managing user communications. Manage the functional integration of Travel Management Companies' (TMCs) systems with DTS. Utilize a Global Distribution System (GDS) to investigate complex travel itineraries, interpret airline pricing, and validate reservation data. Prepare and present briefings, talking points, and presentations to management and staff regarding DTS changes, analytical findings, and policy updates.
