Job Description:

The U.S. International Trade Commission is an independent Federal agency that provides the President and Congress with high quality analysis and technical support on international trade, tariff and competitiveness issues; investigates and makes determinations in proceedings involving imports claimed to injure a domestic industry or violate U.S. intellectual property rights; and maintains the U.S. Harmonized Tariff Schedule.

To qualify at the GS-12 level, applicants must have one-year of specialized experience equivalent to the GS-11 obtained in the federal or private sector which demonstrates all of the following: (1) Applying qualitative and quantitative techniques to measure effectiveness and efficiency in internal control and risk management administration; (2) Working with business data (i.e., accounting, and statistical data) to analyze operational performance; (3) Utilizing business intelligence applications and data programming in managing information; (4) Using relational databases and database applications such as SharePoint or other platforms to facilitate data analysis. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located in the Office of the Chief Financial Officer (OCFO), Office of Internal Control and Risk Management (IRCM). This position serves as a management and program analyst and consultant in constructing and executing internal controls and risk management assessments and solution designs for efficiency and effectiveness of operations and programs, supports the implementation of strategic process goals, change management, and continuous improvement initiatives throughout the U.S. International Trade Commission (USITC). Major duties of the Management and Program Analyst includes the following: Reviews internal control and risk management policies and strategies as well as recommends management techniques to achieve risk management goals. Conducts examinations of internal control and risk management compliance activities. Participates in developing and executing audit and assessment procedures. Conducts activities related to the detection of fraud, waste, and abuse.
