This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation,(CMMI),Research and Rapid Cycle Evaluation Group (RREG), and Patient Care Model Group (PCMG). As a Social Science Research Analyst, GS-0101-13, you will perform program and policy analyses of services provided by HHS programs.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Conducting quantitative analyses of health care insurance programs or payment models using statistical techniques; 2. Interpreting or analyzing data to be included in study reports, issues papers, or presentation materials related to Medicare, Medicaid, or other health insurance programs; AND 3. Summarizing key policy-relevant data findings and communicating them verbally or in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Develop and conduct program and policy analyses to identify and understand the needs and preferences of HHS health and human services programs and the populations they serve.
Apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
Utilize appropriate market research and statistical techniques to identify ways to improve services to these programs. Conducts analyses of the quality and performance of HHS health and human services programs.
Evaluate program outcomes, assess state compliance, and identify policy implications, ensuring findings are integrated into oversight and technical assistance activities.
