Job Description:
This vacancy is for a Supervisory Contract Management Specialist GS 1101 -14 position is located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience that includes, supporting and coordinating contract work, identifying and resolving issues through proactive work with the contractor and subject matter experts; assessing the productivity and effectiveness of contracts; serving as a Contracting Officer Representative (COR) for projects and working with teams towards the completion of large and complex projects; preparing requests for qualifications, proposal, and quotation documents; completing various forms used in the procurement process and maintaining related records; analyzing contracts budget data and provides independent assessments of program status; and researching and interpreting guidelines, rules, regulations, and policies. Education: Education cannot be substituted for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
Directs mid-level managers and staff to plan, develop, and conduct activities associated with contract oversight.
Manage multiple contracts, evaluate risks, benefits, relationships with other organizations and projects and communicate in writing to relate findings and recommendations.
Communicates orally and in writing to multiple audiences using formal and informal techniques.
Analyzes contracts budget data and provides independent assessments of program status.
