To qualify for this position, you must meet the specialized experience requirement below. To qualify for the GS-15 grade level, you must have one year (52 weeks) of specialized experience related to the duties of the position that was comparable in difficulty and responsibility to the GS-14 grade level. Specialized experience is defined as demonstrating expert-level experience leading enterprise-wide data strategy, governance, and analytics programs to improve organizational decision-making, strengthen performance, and support mission execution. This includes, overseeing statistical analysis and research, establishing performance metrics, and ensuring the integrity and reliability of mission critical datasets. NOTE: Your resume must clearly show the specialized experience related to this position. Failure to demonstrate how you possess the experience requirements will result in an "Ineligible" rating.
As a Chief Data and Analytics Officer, you will: 1. Provide senior leadership as PSA's Chief Data and Analytics Officer (CDAO), collaboratively setting the vision for leveraging data, analytics, and automation to drive strategic and operational decisions. Champion a data-driven culture across the organization and ensure effective governance and utilization of data assets. Lead the development and execution of the data and analytics (D&A) strategy and operating model; direct the D&A function; ensure data integrity and trust; oversee enterprise data systems; and advance technology capabilities to position PSA as an innovative, data-centric organization. 2. Direct and oversee the development, maintenance, and modernization of the Agency's enterprise data warehouse and business intelligence initiatives. Provide strategic leadership in data management practices, applying advanced principles and tools such as modeling, data analysis, warehousing, mining, and standardization. Ensure timely, accurate data delivery for mission-critical decisions and lead agency-wide data reviews. Manage internal data requests and serve as PSA's senior technical advisor for external data and performance information requests, ensuring compliance and alignment with Agency priorities. 3. Partner with the Chief Information Officer (CIO) to advance technology capabilities for the data and analytics (D&A) platform, ensuring alignment of D&A initiatives with IT infrastructure, security policies, and organizational priorities. Drive technology innovation across the agency by integrating analytics strategy with enterprise systems and emerging technologies. 4. Lead the Agency's data governance process as Chair of the Data Governance Board (DGB). Support the establishment of a vision and accountability for PSA's data and analytics strategy, assets, and governance objectives. Guide the development and implementation of an enterprise data and analytics strategy to achieve and sustain a mature data governance framework, aligning data creation, consumption, dissemination, and control of analytics outputs across the organization. 5. Direct staff in conducting research studies and analyzing narrative and statistical data to inform executive decision-making. Establish research methodologies and lead impact evaluations of PSA operations to support performance-based, data-driven programs. Define the scope of research and evaluation initiatives, ensuring effective communication of program outcomes across the agency. Coordinate with PSA leadership to prepare program data in response to external inquiries from entities such as the media, OMB, and Congress. Set and execute PSA's evaluation agenda by identifying priority areas for research and special studies. 6. Represent PSA in workgroups, interagency collaborations, and partnerships on information sharing, data exchange, and data management issues. Ensure compliance with all federal requirements while advancing the Agency's goal of appropriately sharing information with federal, state, and local law enforcement and criminal justice partners. 7. Provide administrative and technical leadership for ODMA staff. Plan and assign work, set priorities and timelines, and ensure high-quality deliverables. Establish performance standards, evaluate results, and provide coaching on work and administrative matters. Oversee recruitment, personnel actions, training needs and administer leave policies. Promote efficiency and effectiveness by identifying process improvements and ensuring adherence to deadlines, accuracy, and quality standards.
