This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent is responsible for planning, directing and administering the overall Operation, Maintenance, Park Management and Resource Management program at a multi-purpose project. *Recruitment/Relocation incentives may be authorized to highly qualified candidates*

Additional information about transcripts is in this document. Basic Requirement for Natural Resource Management Specialist: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes Operation & Maintenance (O&M) of a lake/river project to include administration of a Park Management, Natural Resource Management, or Public Lands Management program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Responsible for the development and implementation of a variety of controversial natural resources management and protection programs that include fish and wildlife management, soil conservation, vegetation management, fire protection.
Supervises implementation and coordination of approved mitigation plans and other authorized land management plans.
Provides oversight of leases or licenses that may include hydro-power plants, transmission lines, irrigation canals and facilities.
Establishes, inspects and maintains the Government boundary line to prevent conflicts with adjacent property owners.
Exercises delegated authority for programming, planning, construction, maintenance and operational activities of the project.
Participates in public meetings and information exchanges with groups, local committees, concessionaires, courts, media, etc., on matters affecting the Corps of Engineers policies and activities.
