One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: applying auditing principles, techniques, policies and regulations with the objective of improving the information technology control environment of GAFS or other AIS financial/accounting systems; identifying, documenting and recommending, improving systemic control environments of financial/accounting systems; conducting internal assessments of financial/accounting systems automated controls; identifying, documenting, recommending and implementing system improvements and corrective actions and preparing and executing software test plans and System Change Requests for financial/accounting systems. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. We may use this announcement to make a temporary promotion. For some positions, the temporary promotion may be made permanent without further competition. We may use this announcement to fill additional vacancies within 120 days of the closing date.
Evaluative skills sufficient to analyze, interpret, and assess GAFS, DCMS (or other AIS) financial system operations, information, procedures, and practices.
Working knowledge of system life cycle management in order to investigate and evaluate tools and methods for improving automated finance and accounting systems’ quality and productivity.
The employee keeps the supervisor informed of progress, significant problems, and actual or potentially controversial issues.
The employee uses judgment, initiative, and resourcefulness in interpreting and adapting guidelines to specific problems or situations.
Tests the audit trails for various transactions to determine the effect of operational issues related to accounting procedures.
Analyst prepares system documentation and input to assist technical personnel in improving or developing software in accordance with organizational needs and acceptable industry standards.
Incumbent assists in project evaluation efforts and monitors system changes to ensure proper coordination among all customer organizations.
Employee monitors ongoing areas within IT Accounting and related systems.
Employee leads operational reviews for both internal and external audit agencies
Incumbent analyzes system requirements to assess consistency, completeness, validity, reliability and impact on system integrity.
