This Program Specialist position is located within the Medical Service specifically in the Department of Cardiology at the West Roxbury MA VA Medical Center in West Roxbury, MA. This position is full-time at 40 hours per week.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is knowledge of the unique characteristics of the specific health care delivery various administrative areas such as program management and administration, budgeting/financial management work, research and analysis work, lease management; ability to provide expert analysis and advice on complex program issues, ability to develop Medical Center policies, procedures, and resource allocations for assigned programs, develops status reports or response materials for higher level attention, review, or signature. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education in excess of a master's degree (excess of 36 semester hours) is creditable to meet this requirement. This Program Specialist position is is the is in the Department of Cardiology within the VA Boston Healthcare System, located at the West Roxbury, MA campus. This position will face-to-face and have a shared office at the West Roxbury campus, in close proximity to key Cardiology faculty, staff, and the Chief of Cardiology. While this position directly reports to the Chief of Cardiology, there will be a dotted-line informal reporting structure to the Medicine Administrative Officer (AO) and Clinical Operations Nurse Manager (NM), who the incumbent will work closely with on items such as HR, credentialing and privileging processes, contracting and inventory management, fellow orientation and attendance-tracking, and timekeeping. Major Duties and responsibilities include, but are not limited to: Responsible for and manages daily aspects of logistical, financial, and contracting administration and operations for the Cardiology section. Manages operations for human resources and logistical support to Cardiology including budget, purchasing card activities, personnel and human resources issues and allocations, supply ordering, utilization of space, timecards, trainee reports, contracts, data collection and analysis, daily clinic administrative support, and updating and assisting the Chief of Cardiology with the overall management of all clinical and research-related activities. Interacts with all programs at VABHS both on professional and administrative levels in performing assigned duties and is in daily contact with chiefs and other departments throughout the system on administrative matters for budgets, personnel, supplies, and equipment. Ensures all VA, Joint Commission, and OIG standards are met and appropriately incorporated into Cardiology's policies and procedures. Work Schedule: Full time, Monday-Friday 8:00am-4:30pm.
