THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a ADMINISTRATIVE OFFICER (TITLE 32), Position Description Number D3031000 and is part of the IL ANGHQ, National Guard.
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will be all U.S. Citizens. Military Grades: NTE O5 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year specialized experience equivalent to at least the next lower grade level of GS-11: Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; experience developing the mission and work processes of programs throughout the military organization and multi-level agencies; experience in analytical and investigative techniques. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. As a ADMINISTRATIVE OFFICER (TITLE 32), GS-0341-12, you will provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Major Duties - This is NOT an all-inclusive list: Serve as the principal advisor to the Director of Staff Air (DOSA) and senior leadership on all matters related to organizational management, operational readiness, and strategic initiatives. Provide executive-level support to the DOSA by analyzing organizational challenges, identifying areas for improvement, and recommending actionable solutions to enhance mission success. Represent the DOSA in high-level meetings with internal and external stakeholders, including state and federal agencies, civic organizations, and military leadership, ensuring the organization's priorities and objectives are clearly communicated and understood. Facilitate communication and collaboration across all levels of the organization, ensuring alignment with strategic goals. Lead the development and execution of strategic initiatives to enhance organizational efficiency and effectiveness. Conduct comprehensive assessments of current processes, identifying inefficiencies, redundancies, and areas for improvement. Develop and implement policies, procedures, and best practices to address organizational challenges and improve mission readiness. Oversee the management of organizational programs and resources, ensuring compliance with National Guard Bureau (NGB) policies, state regulations, and organizational directives.
