This position is part of the U.S. Development Finance Corporation (DFC), Office of Investment Funds. As a Vice President for the Office of Investment Funds you will be responsible for leading and managing staff in providing debt and equity into emerging market funds to help address the shortfall of investment capital across all sectors and markets.

You may qualify at the SL-00 level, if you fulfill the following qualification requirements: SPECIALIZED EXPERIENCE: Candidates must have at least one year of specialized experience related to this position. This experience must be at or above the GS-15 grade level or equivalent. Your resume must reflect experience: 1. Developing and managing an equity and/or investment funds program including joint ventures, separately managed accounts, and other structured funds; 2. Analyzing business plans for investments in emerging markets and/or strategic markets, evaluating effectiveness of a fund structure for a target market and investment thesis, and developing and/or negotiating fund investment terms and conditions; AND 3. Investing in emerging and/or strategic markets and effectively managing associated risks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The Vice President, Office of Investment Funds (OIF) has overall responsibility for leading and managing the Office of Investment Funds of the U.S. International Development Finance Corporation (DFC) and development of opportunities, recommendations, and execution of DFC Limited Partnership opportunities in investment funds. Serves as a member of DFC senior leadership team and participates in the Agency's overall strategy development, goal setting and execution of Agency-wide priorities and initiatives. Develops and maintains DFC institutional expertise for OIF, including the key relevant relationships with fund managers, investors, industry experts, regional experts, service providers, US government partners and allies, and others. Provides overall direction on Funds strategy and updates the strategy in accordance with shifting US Government priorities and policy environment. Provides strategic and operational direction through the entire lifecycle of the investment including business development, screening, due diligence, negotiating and structuring, approval, disbursement, and post-investment management and monitoring. Provides strategic direction in setting objectives and goals for business development and outreach efforts developing relationships with companies, financial institutions, foreign government official, and development finance institutions. Manages staffing and work plans by distributing overall Funds target across investment staff based on capabilities, experience, and interests ensuring adequate technical and operational support for staff to reach their assigned targets.
