The Administrative Officer (AO) for Health Administration Service at the Ralph H. Johnson VAMC is a key staff member of the Health Administration Service management team. The Health Administration Service is one of the largest services within the Medical Center, comprising the Office of the Chief and five distinct sections: Non-VA Care Coordination; Health Information Management; Patient Administrative Services; Beneficiary Travel; and Centralized Scheduling (Call Center).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement 05/12/2026. Time-In-Grade Requirement: GS-11: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year of time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one year of time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific coursework, prorate the number of hours of related courses required as a proportion of the total education to be used.). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Requirements: The work includes walking, standing, bending, carrying of light items, and occasionally assisting with a wheelchair. In some instances, relationships with patients and caregivers can become intense, and the incumbent is constantly exposed to high levels of stress and anxiety. This position demands emotional stability, as the incumbent is deeply involved with many challenging, seriously ill, and/or dying patients and their caregivers. Serves as the Health Administration Service Representative Service on all personnel issues requiring a substantial practical knowledge of Title 5 and Title 38 employee relations. Manages the personnel management program for the organization, performing or overseeing the full range of HR requirements. Performs the full range of personnel administration for the Service with varied functions and activities. Acts as the liaison with the human resources office. Provides advice and assistance to managers and staff concerning agency personnel processes and procedures. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities. Calls to the attention of the problems that require the agency's HR office intervention or correction. Provides orientation for new staff. Keeps managers informed of the status of ongoing personnel actions and all administrative matters. Provides advice on solving complex personnel-related problems. Writes position descriptions and performance standards for the office positions; reviews and monitors the currency and accuracy of performance standards, functional descriptions, competencies, orientation, and position descriptions for other professional/non-professional staff; and develops requests and justification for additional staffing. The employee has knowledge of VHA Chief Business Office policies and procedures as they relate to the administrative functions of the Service and the interaction needed between the Service and internal/external stakeholders. Participates in the planning for budgeting needs and financial management for the Health Administration Service. This includes helping with budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and finance issues. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Analyzes budget calls, reviewing guidelines and instructions. Brief managers on schedules and data requirements. Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. After the budget has been approved, it directs execution. Oversees procurement and contracting for the Health Administration Service. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Manages contracting and procurement for small procurements that require varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations, including determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase orders for supplies and non-expendable property, such as equipment, to include personal computer hardware and software, and other specialized equipment necessary to the effective functioning of the office. Exercises authorizations for obligations and expenditures of funds. Serves as an approver for purchase cards. Ensures all purchasing/procurement requirements are met, appropriate audits are completed, and reports are submitted timely Serves as a COR (Contracting Officer's Representative) for the Health Administration Service. Develops contracts for services requested by the Service. Provides technical requirements and descriptions of the work to be accomplished by contractors. Prepares procurement requests, evaluates proposals to work, performs cost analysis, solicits bids, writes sole source justifications, and maintains contracting records. Plans and establishes standards for acceptable work and/or service; coordinates and integrates contractor work schedules and/or service, deadlines, and standards for acceptable work and/or service; coordinates and integrates contractor work schedules and/or service and processes with the work of subordinates. Tracks progress and quality of performance of contractors.
