Job Description:

This position is located in the Office of Budget and Financial Management and serves as a Financial Specialist providing financial management assistance on a wide variety of budget and fiscal processes, including budget development, execution and tracking, and assisting in maintaining financial management systems. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
In order to qualify for the Financial Specialist position, you must meet the following time in grade requirements and minimum qualifications: FOR THE GS-12 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing ALL the following: Providing guidance and assistance in projecting, planning, allocating, and executing financial resources; Assisting with the analysis of financial information to confirm proper execution of funds in accordance with applicable rules and regulations; Assisting in the monitoring of financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; AND Assisting with the coordination of internal control processes and financial audit activities. (Your resume must CLEARLY demonstrate this experience) FOR THE GS-13 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing the following: Providing guidance and assistance in projecting, planning, allocating, and executing financial resources; Researching and analyzing financial information to confirm proper execution of funds in accordance with applicable rules and regulations; Monitoring financial systems to ensure funds are properly allocated and obligated as apportioned in support of management objectives; Coordinating internal control processes and financial audit activities; Aiding in developing financial policy directives, necessary to effect the improvement of organizational resources management operations; AND Assisting in the development and formulation of financial documentation for submission to headquarters. Duties include but are not limited to the following: Responsible for reviewing and analyzing budget planning estimates submitted by assigned components for technical accuracy and adequacy of supporting narrative justification, and conformance with DOJ budgetary policy and guidelines. Coordinates work with senior level analysts and component office staff on analysis of finance orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Evaluates incoming accounting reports to interpret results of operations, to track financial trends and events, and to resolve fiduciary and/or financial management problems. Maintains control of resources, funds allocation, fund control, inter-and intra-agency reimbursable agreements and financial reports in a fiscally responsible manner. Reconciles a variety of automated accounting data to identify financial data discrepancies and corrective actions required.
