Job Description:

This position is with the U. S. Department of Labor, Occupational Safety and Health Administration (OSHA) Chicago Region. It is in the Chicago Regional Office. The selectee will be expected to report to the assigned office listed above; this is not a remote position. This position is outside the bargaining unit.
You must meet the Specialized Experience to qualify for Lead Management Analyst, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. To qualify for this GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Qualifying specialized experience for the GS-13 includes: Analyzing data from a variety of sources using Department of Labor and OSHA information systems. Assisting management in the areas of recruitment and staffing, employee benefits, performance management, payroll, and/or human resources policies. Initiating and monitoring personnel action requests for all regional recruitment actions.
The major duties for this position include but are not limited to the following: Serve as a team leader to a multi-disciplinary group of program and management analysts involved in administrative support activities. Ensure that team members achieve specific tasks, produce work products and services, and meet program and planning goals. Evaluate programs, render advice and direction on the most complex issues arising within the Region. Conduct evaluations, analyses, and provide guidance to ensure compliance with published standards and administrative programs. Analyze, evaluate, and improve the efficiency of internal administrative operations. Conduct evaluations or analyses on a variety of management, personnel, and financial issues. Provide expert advice and assistance to managers on hiring, performance management, conflict management, and holding staff accountable. Provide advice and assistance to managers in the development of position descriptions, preparation of personnel action requests, merit staffing, etc.
