This position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Facilities Management Division. The Facility Project Coordinator leads efforts to plan, coordinate, and execute complex facility maintenance projects identified by the Facility Manager, or as listed in the Facility Condition Assessment. *Must have, or be able to obtain and maintain, a Top-Secret Security clearance.*

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-11 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability; Assisting in managing and technically directing contract administration activities. Includes monitoring contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract. OR Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position; OR; Have an equivalent combination of the above specialized experience AND higher level graduate education that meets 100% of the qualification requirements for this position. To qualify at the GS-12 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. The Facility Project Coordinator manages multiple projects simultaneously, resolves complex administrative and operational issues, and ensures facility initiatives align with organizational mission, regulatory requirements and strategic objectives. *Must have, or be able to obtain and maintain, a Top-Secret Security clearance.* Project Management Provides expertise and coordination for projects issued under a reimbursable work order (RWO), from project concept and scope development, to construction, installation, and closeout. Manages projects supporting renovation, construction, and lifecycle replacement projects in the OCSO and across the AOC as required. As such, the incumbent will perform ongoing inspections to ensure progress toward meeting project goals within scope, schedule, deliverables and budget. Coordinates with OCSO stakeholders to define the project goals and develop the processes for goal accomplishment. Develops, implements, and tracks project schedules, updating management with status reports on a weekly basis. Serves as the primary point of contact for facility projects, providing expert guidance to leadership and program officials. Coordinates project activities with engineers, architects, facility managers, contracting officers, safety officials and other stakeholders; updates them on project status. Contractor Oversight Serves as the primary point of contact on facility project coordination processes and administrative requirements. Works with the CFM contractor to solicit competitive pricing for facility projects and services, to be issued under a reimbursable work order (RWO) in accordance with the requirements of the CFM contract performance work statement. Coordinates and participates in all project activities, provide guidance to contractors as needed to meet installation plan and timelines. Monitors contractor activities through personal contact or review of performance data to ensure compliance with technical, financial and delivery requirements of the contract. Project Support Works alongside the Assistant Director and Facility Manager with contracting officer's technical representative (COTR) duties and responsibilities. Prior to project performance, reviews plans, specifications and cost estimates for technical adequacy. Provides revisions and recommendations for project discrepancies. During project performance, assists contractors in interpreting technical requirements, monitors and evaluates contractor performance, reviews contractor invoices; recommends corrective actions, and inspects and accepts contract deliverables. Provides timely and accurate responses to stakeholder representatives. Facilitates monthly meetings within OCSO and its stakeholders. Must follow all relevant safety rules, regulations, and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE). Performs other related duties as assigned. **This is an Emergency Essential position, requiring the incumbent to respond to all incidents and emergencies as directed. Depending on the type of event or emergency, the employee may be required to report to work outside of normal working hours to support agency mission objectives.**
