Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all): 1) in continuity serving as a lead on planning, preparedness, and policy activities for continuity plans and programs, with a focus on succession and command and control aspects of the program; 2) representing the organization on continuity planning and policy committees, coordinating partner agency agreements for continuity-related support, and preparing and delivering briefings to senior leadership on continuity activities and execution; AND, 3) planning and executing resilience-driven site activations, including real-world and training/exercise events. -Must Meet All- Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.asp All qualification requirements must be met by the closing date of this announcement. This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management and Budget (AS-PMB), Office of Emergency Management (OEM), Continuity Programs Division (CPD) to be filled in Washington, D.C. At the full performance level, GS-13, the major duties of this position include, but are not limited to the following: Serves as a subject matter expert in the Department's continuity program, specifically focused on the succession program. Co-leads and advises on planning, preparedness, and policy (PPP) activities for continuity plans and programs, with particular focus on the succession program, to support the resilience of DOI's essential functions and command and control. Manages and updates all Departmental succession program documentation, contact rosters, training modules, and standard operating procedures and liaises with the Interior Operations Center (IOC) concerning real-time succession program updates and issues. Manages the Department's acquisition, procurement, and distribution of continuity program capabilities provided by government partner agencies and private sector organizations required by National Continuity Policy and related directives. Provides training to Departmental users of these continuity program capabilities. Coordinates and collaborates with intra-agency partners (Office of Chief Information Officer, Office of Law Enforcement and Security, Office of Budget, etc.) as necessary to manage these program capabilities. Perform duties common to all Department of the Interior emergency management personnel, including but not limited to the following: Preparing emergency management policies, plans, and procedures; Understanding, complying with, providing guidance, and interpreting National and Departmental emergency management-related directives, regulations, policies, standards and guidance; Providing information on emergency management programs and activities of the Department and its bureaus and offices; Evaluating and inspecting emergency management activities; Planning, evaluating, controlling and participating in exercises in accordance with established exercise planning and design frameworks; providing or coordinating emergency response and preparedness training and exercises; Performing reporting and coordination activities to augment operational activities during emergencies. Providing, participating in, and coordinating emergency response and preparedness training. As directed, serving on response teams (i.e., incident management teams, occupant emergency teams, continuity of operations teams). Performs other duties as assigned. The Office of the Secretary has determined that the duties of this position are suitable for situational/ad-hoc telework only. This position is a drug testing designated position. The incumbent will be subject to background investigation and must be able to obtain and maintain a Top-Secret clearance with SCI endorsement. You will be subject to pre-employment and random drug testing. You will not be appointed to the position if a verified positive drug test is received. This position is designated as a Mission Critical Emergency Employee and is subject to recall around the clock for continuity operations or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations. A valid state driver's license is required. Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. GS-13: $121,785 to $158,322 This vacancy may be used to fill additional positions as vacancies become available.
